An Advisory Paper to Secure Economic Stability, enabling Humanitarian Intervention with an International Mechanism to ensure Peacemaking & Public Security in Regions of Conflict, by Dr Mark Fernando

 

This Advisory Paper is intended to assist in securing economic stability, whilst ensuring that humanitarian interventions can have the very strongest possible impact and are effective, combined with an Economics and Diplomacy Model that can provide for a regionally and internationally acceptable mechanism that can ensure peacemaking is successful in the context of enabling public security to be made possible in regions of conflict.  This Advisory Paper proposes that regionally based Economic & Humanitarian Councils should be the basis and the foundation of planning for negotiated conclusions to otherwise protracted conflicts in the world.   When there are very major conflicts that take place in any region of the world,  there is obviously the propensity to create major economic and social disruptions to large scale populations of humanity.   This includes the displacement of vast populations that in turn leads to humanitarian catastrophes,  causing large scale regional economic and social instabilities.

To achieve and to promote both regional and international economic stability, in such crises, combined with the prerequisite need for public security,  a highly progressive Economic and Diplomacy Model of Humanitarian Interventionism,  can be to enable the proposed Regional Economic & Humanitarian Councils to be established.  Such Regional Economic & Humanitarian Councils could be enabled to function under the auspices of the United Nations Organisation.   A UN High Representative could oversee the functioning of the due processes needed to bring about regional economic stability and the framework for public security,  whilst brokering negotiated peace solutions.  Every effort also needs to be made to enable the legal frameworks to be regained,  that are required for large scale economic and social stability to be sustained,  in assisting to repair the damage done to the legal, economic and social fabric, in regions of large scale conflicts.  

It is proposed that in delivering this Economic & Humanitarian Interventionist Model,  proposed to be delivered with the fullest assistance being given to both State and non-State actors,  such as International Non-Government Organisations, internationally recognised Charity organisations and to United Nations Relief Agencies.   There should be no potential objectors to enable this specific Interventionist Model to be adopted.   Such a Humanitarian Interventionist Model can assist in achieving the objectives of creating large scale economic, social and legal stability for vast populations that would otherwise suffer from the consequences of displacement and the  consequences of economic and social instability and unrest within specific regions of the world.

The proposed mechanism of an United Nations agreed Economic and Diplomacy Humanitarian Interventionist Model, with the key figure of a high calibre internationally acceptable personality,  as an United Nations appointed High Representative to resolve such crises in conflict regions has past historical precedence and there is very strong evidence that supports the utilisation of such internationally agreeable and internationally acceptable UN structures to resolve crises situations.  One of the major tasks that a Regional Economic & Humanitarian Council would need to accomplish is to create the preconditions for economic and social stability in a given specific region.   This would indeed mean that negotiations would need to be opened with all parties and all interested actors in a situation of regional crises.   In a conflict zone,  the brokering of peace solutions by negotiating with all interested parties would be a part of the scope of creating the preconditions for economic and social stability.   Such peacemaking efforts can be combined with massive Humanitarian and Diplomatic Interventionism to secure both regional and international public security.

A Regional Economic & Humanitarian Council, combined with the efforts of leadership by an internationally acceptable United Nations High Representative,  can provide the pragmatic and the flexible mechanism that can ensure the needs of vast populations that are displaced in such conflict regions are taken into fullest consideration,  whilst delivering the blueprint model that can serve to solve otherwise virtually intractable conflicts.   Such conflicts, if left unresolved could escalate to detrimentally affect, regional and international macroeconomic and global public security.   The modalities of how such new Regional Economic & Humanitarian Councils could function together with the assistance of a proposed UN High Representative for each crisis area,  would vary in scope depending upon the nature of the conflict and also upon the processes of negotiation to be deployed to resolve otherwise protracted conflict situations and potentially highly chaotic macroeconomic instabilities.   Such an Economics and Diplomacy Model can respond swiftly to address the problems of all parties to a given regional conflict,  whilst ensuring that UN Conventions and Protocols are observed and whilst the norms that are acceptable to the international community are ensured,  for the safety and wellbeing of vast numbers of humanity.    This Advisory Paper is a proposal to enable a highly responsive Economics and Diplomacy Model of Humanitarian Interventionism to be successfully delivered to regions that are affected by potentially vast and large scale humanitarian crises,   where macroeconomic systems are stretched to the point of total breaking and to avert further human suffering by those populations affected by such crises.
