Gail Cohen

Senior Director of the Board, Science, Technology, and Economic Policy, National Academies of Sciences, Engineering and Medicine

Gail Cohen is the Executive Director of the Board on Science, Technology, and Economic Policy (STEP) at the National Academies of Sciences, Engineering and Medicine. She joined the STEP Board from the Congressional Joint Economic Committee (JEC), where she had been Deputy Democratic Staff Director and Chief Economist (July 2009 – October 2014) and Senior Economist (2007 – 2009).  She was previously with the Federal Communications Commission (FCC) as a Senior Economist (2001 – 2007), where she analyzed competition in local and international telephone markets, was Team Leader for the Verizon/MCI Merger, and provided analysis of the state of competition for local telephone markets. Prior to the FCC, she was a Principal Analyst with the Congressional Budget Office (1997 – 2001), where she analyzed energy issues, and at the Federal Energy Regulatory Commission (FERC), Office of Economic Policy, where she served as expert witness on various market-based pricing cases. Her Ph.D. and M.S. are from the Northwestern University in Managerial Economics and Decision Sciences, her M.A. is from the University of Rochester, and her B.S. from Carnegie-Mellon University.
