Maurice Kugler

Principal Research Scientist, IMPAQ International

Dr. Maurice Kugler (Ph.D., Economics, University of California at Berkeley; M.Sc., London School of Economics) is Principal Research Scientist at IMPAQ International, with expertise in policy evaluation. In particular, he has extensive advanced econometrics experience, covering both experimental and quasi-experimental methods and their applications to evaluation and policy analysis. In addition, his work encompasses analyses of labour markets, human capital formation, international migration, productivity, trade openness and foreign direct investment.

Recently Dr. Kugler’s research has focused on the impact of policies targeted at skill formation for disadvantaged youth as they navigate their school to work transitions. For these projects, he has assumed leadership roles in designing evaluation strategies, establishing outcome measures to guide the evaluation, and directing the data collection and analysis processes. Dr. Kugler has also led projects estimating the impacts of changes in international integration policy on domestic labour market outcomes, including child labour.

Prior to joining IMPAQ, Dr. Kugler was Head of Research for the Human Development Report of the United Nations. His previous post was as Senior Economist at the World Bank. Before that, Dr. Kugler was Visiting Professor of Public Policy at the Kennedy School of Government and Research Fellow at the Growth Lab of the Center for International Development in Harvard University. He conducted research on how social policies impact upon the prospects of human development in nations and regions. This research was recently recognised with the 2015 Juan Luis Londoño Prize by the Latin American and Caribbean Economic Association.
